Published by Adelphi, this report briefly outlines the ongoing international debate about the framing of the New Urban Agenda and its desired impact and overall goals. It also presents a proposal for the structure of the Agenda and how it can be linked to international processes.

The publication takes a two-step approach: First, it investigates the relationship between the legality, structure and substance of international agreements in general to better understand their impact. Second, it examines other relevant international agreements and agendas in terms of form, elements, language and impact, which is crucial to identifying key components for the Agenda and clarifying them.
