For the LAVIL programme in Haiti, Cities Alliance is seeking to recruit two retainers as Environmental and Social Safeguard-Senior Analysts. The successful candidates will collaborate with the Cities Alliance secretariat and its office in Haiti as part of the social development programme, handling the design, monitoring, and implementation of environmental and social safeguards throughout the programme. One Environmental and Social Safeguard- Senior Analyst will be based in Cap-Haïtien and the other in Les Cayes.

The Environmental and Social Safeguard-Senior Analysts will lead efforts to ensure that the LAVIL programme in Haiti meets social and environmental standards by identifying impacts and proposing alleviating measures, following UNOPS and USAID guidelines.

Key responsibilities:
  • Establish environmental and social benchmarks.
  • Identify potential environmental and social risks and effects.
  • Review the local regulatory requirements as well as the requirements that arise from compliance with USAID environmental and social safeguards frameworks and policies.
  • Strategise the development of adequate tools for implementing ESMS.
  • Develop suitable plans including reviews of social impact assessments.
  • Engage and consult with relevant stakeholders and actors.
Requirements:
  • Master’s Degree or equivalent in Environmental Sciences or Engineering, Environmental Management, Civil Engineering, Natural Sciences or other relevant discipline is required. 
  • A bachelor's degree or equivalent, along with two additional years of relevant experience, may be accepted in place of the Master's Degree.
  • Certification or accreditation in implementing environmental and social safeguards frameworks and/or policies would be considered advantageous.
  • Project management certification (e.g., Prince2 Foundation) is desirable.

  • LICA Specialist-9
  • Retainer (12 months, Renewable subject to organizational requirements, availability of funds and satisfactory performance).
