Dear Executive Committee Members,

 
As promised, we have tried to meet our deadline of circulating all documentation two weeks prior to the extraordinary EXCO meeting in Paris on 25th and 26th October. As you will see from the attached Agenda, we have tried to maximise the time available to discuss the Charter, to ensure a productive meeting.
 
You all have received, previously, the heavily-edited version of the original Charter, which was partly an outcome of the July EXCO meeting in Paris. However, as indicated in my previous email, the Secretariat believes that it makes far more sense to begin from scratch, and produce a new Charter, which is attached for your consideration. I believe the new Charter has three main, and related, benefits; (i) It is much shorter, (ii) it refrains from delving into administrative details and (iii) it addresses the main issues that need to be clarified. I hope you will agree that this new Charter provides a platform for a productive discussion in Paris.
 
We also hope you will be able to help us by beginning promptly at 13h00 on Monday 25th - this will allow Erik Berg to participate for a few hours, before he departs to Nairobi for a pre-arranged meeting.
 
The Secretariat will host a dinner on the Monday evening, to further facilitate informal exchanges between members. It is vital that we conclude our business by Tuesday afternoon, so that we are able to send a clear and coherent recommendation to the CG a month later.
 
UNEP has again kindly agreed to host the meetings again - 15 rue de Milan - at the same top floor meeting room.
 
Please find attached the draft meeting agenda, participant list and two version of the updated Charter - one clean version for reading, and one numbered for editing purposes.
 
All members of EXCO are also encouraged to attend a bilateral meeting between the OECD urban unit, and the Cities Alliance, on the morning of Wednesday 27th. Thereafter, I will be participating in the UN-Habitat / Ministry of Foreign Affairsmeeting on the Implementation of the International Guidelines and Decentralization and Access to Basic Services.
