Urban Upgrading Strategy

老城提升战略要确立一个最适合激活老城现存老街区,同时保证低收入者的需要和文化遗产的保护的方式。此战略不仅关注文保单位的保护,也关注居民特别是低收入者群体、生活条件及各个房屋的修缮。该战略建立在参与方式和战略规划过程之上,通过遵循过程导向而不是以大规模动迁居民的目标导向的方式,居民将会参与到他们生活环境的改善当中来并且从老城不断增长的经济活力中受益。

德国技术合作公司倡导一种适宜的,针对不同地段的、相关议题式的战略发展过程。该过程是根据其对特殊目标群体产生的结果,特别是对传统街区的修缮,就业改善和居民居住条件改进的影响进行监控的。

 

 

The Urban Upgrading Strategy is designed to regenerate existing older neighbourhoods in the inner city, accommodating the needs of residents and reinforcing the cultural heritage of those areas. It focuses not only on the preservation of listed historic buildings, but also on the improvement of the living conditions of the residents, particularly the lower-income groups, and mo-dernisation of their houses. It is based on a participatory approach and on a strategic planning process. It follows a gradual upgrading process rather than a project-oriented approach that often leads to the relocation of many residents. They directly participate in all aspects of upgrading and directly benefi t from the growing economic vitality of their community.

GTZ advocates an adaptive, area-specific and issue-related strategy developed as an ongoing process. The process is monitored according to its results towards specific targets, particularly the modernisation of traditional urban neighbourhoods, improvements in employment, and improvement of the household conditions of the residents.
