试点项目地块具有老城所具有的大部分特点，并且提供机会来推行可持续老城保护理念和检验居民参与提升过程的效果。

2006年6月，扬州市古城办和德国技术合作公司就试点地块房屋修缮补贴标准达成一致。房主将会得到技术和资金补贴支持以便使其积极参与到提升项目当中。扬州名城公司作为具体的实施单位已经改进试点地块的基础设施。

The Pilot Project contains most of the general characteristics of the Old City, and provides an opportunity to pilot concepts of sustainable urban conservation and to test the involvement of residents in the upgrading process.

In July 2006, the Old City Office of the Municipal Government and GTZ agreed on a subsidy standard for house renovations. House owners received technical support and subsidies as incentive and catalyst to participate in the programme. The Yangzhou Famous City Company, as the implementing agency of the government, improved infrastructure facilities in the pilot area.
