项目目标是通过创造性的利用和管理当地资源，建立具有生态理念的机构及提高社区意识来实现可持续发展。简言之，一个生态城市即是生态的、健康的城市。通过运用生态经济和生态系统工程改变生产方式，消费方式，和决策方式，来实现在当地生态系统承受能力之内的、朝向可持续发展的健康的生态过程。生态城市“扬州老城保护”可以从四个相联系的方面进行阐述：

The goal of the Programme is to achieve
sustainable development through creative and inventive use and
management of local resources. Eco cities move towards
sustainable development within the carrying capacity of a local
ecosystem by changing modes of production, patterns of
consumption, and decision-making practices through the
application of ecological economics and system engineering. Four
aspects of “Programme Sustainable Urban Conservation in the Old
City of Yangzhou” are of particular interest:
The Network of Stakeholders
The Eco City Planning and Management Programme is a Sino-German
cooperation. It is implemented by the municipal governments of
Yangzhou and
Changzhou, and the
German Development Cooperation
(Deutsche Gesellschaft für Technische Zusammenarbeit, GTZ) on behalf
of the German Ministry for Economic Cooperation and Development (BMZ).
The executing agency of the Programme is the
Department of Foreign Trade and Economic Cooperation (DOFTEC) of the
provincial government of Jiangsu, P.R. China. |
