2008 CLIFF Annual Review


The 2008 edition of the CLIFF Annual Review has just been released. This year’s review covers the period April 2007 to March 2008, though a significant amount of information has been provided covering the period since CLIFF was established in 2002 to provide a cumulative view of activity and progress. The review also provides background information to CLIFF and the wider subject area, as well as some insight into thoughts and plans for the future of CLIFF.

The review also highlights implementation of CLIFF activities in India, the Philippines and Kenya, in addition to new deals, commitments and explorations with government and the private sector; and most importantly, an improvement in the lives of an increasingly large number of slum dwellers.

However, 2007/8 has also been a year where progress has taken a step back in some respects, with the violence that followed the Kenyan elections affecting the communities where CLIFF has supported projects. The Kenyan Alliance has, however, worked relentlessly to quell tensions and resume progress.

CLIFF is now supporting a portfolio of 23 precedent setting projects to construct housing and basic services in eight cities in three countries. The portfolio’s leverage, outcomes and impacts to date, and its future potential, are detailed on pages six to seven of the annual report.

The Community -Led Infrastructure Finance Facility (CLIFF) is funded by the UK Department for International Development (DFID) and the Swedish International Development Cooperation Agency (Sida) through the Cities Alliance, supported by loan guarantees from the United States Agency for International Development (USAID), and from Homeless International, the lead implementing agency for CLIFF.
