The Second African Ministerial Conference on
Housing and Urban Development will take
place in Abuja from July 28th to 30th, 2008.
The theme for the conference is:
Goal 7 Target 11:
Overcoming the Finance and Resource
Challenges for Sustainable Housing and Urban
Development.
Context:
The successful development and adoption of
broad policy frameworks by AMCHUD on housing
and urban development are to date reflected
in the Enhanced Framework of Implementation
adopted in Durban in 2005 and the Framework
Memorandum for the Mobilisation of
Governments and Institutions on Slum
Prevention and Upgrading adopted in Nairobi
in 2006. At the Special Ministerial
Conference in Nairobi in 2006 in particular
a call was made for the alignment of the
developed policy frameworks with country
policies and the establishment of a review
and monitoring mechanism on slums and
housing to track progress in achieving Goal
7 Target 11 of the Millennium Development
Goals (MDGs). This has then required focus
on the capacities and resource needs of
governments towards achieving Goal 7 Target
11.
AMCHUD II will identify concrete steps
needed at the local, regional and
continental levels to equip governments and
their aligned institutions to meet the needs
of sustainable and equitable housing and
urban development. It will provide
governments an opportunity to reflect and
learn from the experiences of others in
order to enrich national policies and sell
best practices. At the same time it will
provide a platform to articulate the need
for Africa to generate its own resources
whilst seeking assistance from its
international partners or community.
Three sub-themes are proposed to guide the
development of the draft programme:

Financing
slum upgrading, prevention and
affordable housing in Africa: country
perspectives.

Sustainable and developmental financing
of the Habitat Agenda.

Organisational matters.
The outcome of AMCHUD II would be a
Declaration on the commitments made. Cities
Alliance plans to be present at AMCHUD II.
