The Mumbai Transformation Support Unit (MTSU) issued this report on Phase I of the Mumbai Transformation Programme.

The MTSU was established in 2005 by the World Bank, the Cities Alliance, USAID, and the Government of Maharashtra under the aegis of the All India Institute of Local Self-Government (AIILSG).

It supports more than 40 projects to improve economic growth in Mumbai, reduce poverty and enhance the quality of life for the 12 million residents, especially slum dwellers. The projects focus on physical and social infrastructure, environment, housing, governance, and strategic planning. 

The report covers the period from June 2005 through March 2008. During that time, a number of extensive studies were initiated in preparation for projects in education, economic growth, governance, health, housing, transport and a city business plan. In addition, the MTSU provoked policy debates on key issues and facilitated the quick approval of projects.
