1. Vila Nova Esperança – Lote Legal
Programme
The
Lote Legal Programme focuses on the regularisation of land developments in
the City of São Paulo and involves the provision of basic infrastructure
and land tenure for local dwellers. For Vila Nova Esperança the
prioirities have been upgrading, landscaping, storm drainage, road works,
and creation of public areas. To date the programme has benefited 470
families in the region, with the regularisation of 363 plots of land. The
tour will begin with a visit to the Matimpererê area (a partnership
between SEHAB and the Pró-Sanear Programme) and will continue on to one
of the target areas of the Cities Alliance-supported Bairro Legal
Programme, the Initial Intervention Area 'sub-basin 4' of the Brasilândia
district.
2.
Rizkallah Jorge Building – Residential Leasing Programme
Rizkallah
Jorge building, an historic apartment building in downtown São Paulo
which had long been deteriorating was completely renovated under the
Programa de Arrendamento Residencial, a residential leasing programme
implemented through a partnership between the municipal government of São
Paulo and Caixa Econômica Federal. The joint initiative which aims to
provide housing for the urban poor whilst renovating property of
architectural significance, has generated 167 new housing units downtown.

Heliópolis – Bairro Legal Programme
The
Bairro Legal Programme, an integrated
citywide programme launched at the end of 2001 to upgrade and regularise
squatter settlements, has sought to improve the quality of life of slum
dwellers by extending infrastructure networks, enhancing public spaces and
community facilities, and fostering a sense of community, identity and
inclusion. The intention has been to turn slums into neighbourhoods and
great value has been attached to the participation of local
residents in the development of the Programme. Upgrading in Heliópolis, São
Paulo's largest squatter settlement, has so far covered an area of
716,671 square meters and around nine thousand households.
4.
Paraisópolis – Bairro Legal Programme
Paraisópolis,
the second largest squatter settlement in São Paulo and home to 15,000
households, occupies an area abandoned by land developers due to its lack
of infrastructure and rough topography. The upgrading of Paraisópolis
under the Bairro Legal Programme will include: improvements to water
supply, sewage systems, electricity, security, in- and outdoor
environmental improvements, the creation of community leisure and open
areas, and provisions for property payments on an installment basis.
5.
Casarão Belém – Community Work Programme
The
182 families that make up the Community of Casarão Belém in downtown São
Paulo have developed a work regimen for the self-management of their
community. Members of the community are directly involved in housing
construction, the contracting of technical services and infrastructure
works for improved water supply, sewage systems, street pavements and
public lighting.
