4 October 2010

Dear Consultative Group,

As agreed at our last meeting in Mumbai, we are delighted that this year's 2010 Cities Alliance Annual Meeting will be taking place in parallel with the World Summit of Local and Regional Leaders, organised by the United Cities and Local Governments (UCLG), which affords us an excellent opportunity to meet with, learn from and share knowledge with over 2,000 Mayors.

The CG meetings will open on the morning of November 16th with a special debate chaired by Clare Short, Chair of the Cities Alliance Policy Advisory Forum, on the topic of scaling up Cities Alliance/member efforts in Africa/(LDCs).

Clare is currently on her way to Kampala, Uganda to represent the Cities Alliance at the UNCDF Global Forum and Local Development (4-6 October 2010) http://www.uncdf.org/gfld/en/index.php. She will be meeting with 25+ African Ministers and has been asked to set the scene and also provide the impetus for a discussion focused on the role of local government in development and what stops local government playing such a role. She will also present the key note address at the Gala Dinner promoting the importance of local government on local development. Most importantly, Julian Baskin and Tewodros Alemu will also be showing Clare the work that CA members have initiated under our first in-country programme.

Part of the debate on the 16th will be fueled by Clare's report back on key issues as indicated by the Ministers and CA members will be asked to panelists.

As part of the UCLG World Congress activities, the Cities Alliance will also host parallel session #1.4 on 18 November, 16h30-18h30, under the theme, "Innovating in a Cold Economic Climate: Why Invest In Cities? Lessons learned by Brazil". A short concept note for this event will be circulated shortly.

Cities Alliance meetings will end on the 18th and members are encouraged to stay through Friday to participate in the UCLG Technical Visit Programme as well as the 2nd and 3rd Plenary Sessions and evening events.
