Project Summary:
The Ministry has requested support for organising an international workshop on scaling up slum upgrading, targeting to reach the objective of the Rajiv Awas Yojana (RAY) slum upgrading initiative, which envisions a slum-free India by 2014. The workshop would help deepen the debate on issues central to successful implementation of RAY -- tenure security, financing, urban planning and land assembly, and community participation in planning and implementation. The workshop would also help create a pool of experts who can respond to the Ministry's 'demand' for support on various issues.
Project Objectives:
Within the context of RAY, the Ministry of Housing and Urban Poverty Alleviating (MoHUPA) -- with support of Cities Alliance, World Bank, and World Bank Institute -- intends to organise a high-level workshop from 29 to 30 of January 2010. The two-day workshop is designed to help deepen the debate on the key issues underlying RAY and seek feedback on how to scale up slum upgrading and affordable housing through country-wide frameworks, state programmes, and city-wide interventions. The participants will include officials from MoHUPA, State Housing Departments and financial institutions. The event will be structured around the following themes: 1) Financing upgrading and affordable housing;  2) Land markets, tenure, and regularisation;   3) Participation in Planning, Implementation and Post-Occupation; and  4)Implementing City Wide Upgrading Strategies.

Expected Impact & Results:
The event will formalise the constitution of an Expert Group and launch a high-level exchange platform to help achieve RAY's goals. The Practitioner Exchange Platform will allow:  (i) connecting high-level experts around common interests; (ii) offering knowledge on demand; (iii) providing solutions from different perspectives and contexts; and (iv) knowledge sharing, i.e. an easy way to upload policy papers, case studies, operational manuals in different media (written, audio, video, etc).
