The Management Board is responsible for decision making for the partnership. The board has a three-year term and comprises a maximum of 15 members. It is chaired by an independent and neutral chair, who can be selected from amongst Cities Alliance members or – for the first time – from outside of the Cities Alliance membership. 

The Management Board was finalised at the first meeting of the Cities Alliance Assembly, held in April 2016. Prior to that, an Interim Management Board oversaw the partnership's affairs.

The Management Board replaced the former Executive Committee in November 2014. Prior to November 2007, the Executive Committee was known as the Steering Committee.
